Who Medicare speech therapy is for

Medicare CDM plans are designed for people with a chronic medical condition that has been present, or is likely to be present, for at least six months. Eligibility is assessed by your GP. Common situations where CDM funding suits speech pathology support:

Adults with voice difficulties linked to a chronic condition, vocal nodules, or professional voice use. Adults with stuttering or fluency issues that have been present for a long time. Adults recovering from stroke or managing a progressive neurological condition. Children with ongoing speech, language, or literacy difficulties where the GP considers a CDM plan appropriate.

If you are not sure whether you qualify, talk to your GP. Medicare CDM plans are not a diagnostic tool; they are a funding mechanism that your GP assesses based on your overall health picture.

How Medicare speech therapy works at Shine and Speak

Your GP writes a CDM plan and provides a referral for speech pathology as one of the allied-health providers on the plan. You bring that referral to the first session. The referral specifies how many sessions are allocated.

I do not bulk-bill Medicare. You pay the full session fee at each session, then claim the Medicare rebate afterwards. The rebate comes back to you within a few business days if your Medicare card details are on file with Services Australia. The out-of-pocket cost is the difference between my session fee and the Medicare rebate, which is usually a meaningful contribution but not full coverage.

After the CDM-funded sessions are used, most clients continue privately or transition to another funding pathway if one applies. The speech pathology work continues without interruption; only the billing arrangement changes.

For children who also have NDIS funding, Medicare CDM can sometimes run alongside NDIS, but this depends on the specific plan and NDIS-listed goals. Talk to your plan manager if both are on the table.

What Medicare CDM covers clinically

Five sessions sounds tight, and for complex presentations it is. But a lot depends on how you use them. A client with adult stuttering who has already done some self-management work can cover the full Camperdown introduction, get a home practice structure going, and leave with a clear plan for what comes next, all within five sessions. A post-stroke aphasia case is a different matter: five sessions gets a proper assessment done, starts the aphasia work, and hands the family enough to keep working between visits. Then the question becomes private continuation or waiting for the next calendar-year CDM plan.

My approach with the Medicare block is to front-load the assessment. Not a rushed 20-minute intake, but a proper initial session that produces a written report. That report does two things: it tells me exactly where to focus for the remaining four sessions, and it gives the GP the documentation they need to decide whether a future CDM plan is warranted. I have had GPs tell me it was the clearest allied-health report they had received in a while. That is not a boast, just an observation about what a structured initial assessment looks like when it is done properly.

At the end of the block, I send a written summary back to the referring GP. What we worked on, what the outcomes were, what I recommend next. Short, readable, and specific to this patient. If the GP sees a client regularly for a chronic condition, having a current speech pathology report in the file is useful context for the whole care team.

How many Medicare-funded sessions do I get?
Up to five allied-health sessions per calendar year under a CDM plan, shared across all allied-health providers you see under the plan. So if you use two sessions with a physiotherapist, you have three remaining for speech pathology that year.
Do you bulk-bill Medicare?
No. You pay the full session fee at each session and claim the Medicare rebate afterwards via your Medicare card. The rebate usually comes back within a few business days.
What happens after I use my five sessions?
Most clients continue privately. Private sessions are the same clinically, just without the Medicare rebate. Some clients are eligible for NDIS or other funding pathways and transition to those. Your GP may also be able to renew the CDM plan in a new calendar year.
Is telehealth Medicare-eligible?
Yes. Telehealth speech pathology under CDM is Medicare-eligible under the same rules as in-person sessions, provided you have a valid referral.
